1. WBT Programme Setup
- Create a Programme under Curriculum (follow standard Programme creation steps on in Curriculum – Programmes.).
- On the Programme tab, fill in the Approval Date and Expiry Date.

- On the NZ Compliance tab:
- Set Return Type to WBT — this reveals the Work Based Training card at the bottom.
- Link an Active NZQA Qualification to the programme. For more details please refer Uploading Units & Qualifications – Importing Qualifications to SELMA.
- Fill in all WBT fields on the Work Based Training card (programme type, study type codes, mode of delivery, etc.).

WBT Programme Actions
- Use the Create button on the WBT card to push the programme to DXP Ngā Kete, or Fetch to pull details back from DXP.
- Note: Any change other than Expiry Date or Maximum Fees requires a new Programme Version.

2. Component Setup for WBT Programmes
- Navigate to Curriculum > Components and open the component, or create new components if required.
- Each component should have the relevant Unit Standard or Skill Standard number and version. For a complete guide, refer to Link a Unit Standard to a Component
- On the component’s NZ Compliance tab, fill in Course EFTS and any other required compliance fields.
- Map the components to the programme — this structure is inherited by intakes and enrolments.
a. Unit Standard Component
Purpose: A component that links to an NZQA unit standard (required for Industry Training and apprenticeships).
Steps:
- Go to Curriculum > Components and click Create.
- On the Component tab:
- Enter Component Name (e.g., “Health & Safety in the Workplace”).
- Set Component Type to a suitable type (e.g., “Unit Standard”).
- Leave other core fields as needed.
- Navigate to the Unit Standard tab:
- Click the lookup field and search for the unit standard by number and version.
- Select it. SELMA auto-populates the standard’s details. For a complete guide, refer to Link a Unit Standard to a Component
- Go to the NZ Compliance tab and fill:
- Course EFTS — the credit value (required for reporting).
- Course Level — NZQCF level (e.g., 5).
- Course Credits — number of credits.
- Funding Source — how the unit is funded.
- Funding Category — category code (e.g., “J1”).
- Course Classification — type of delivery (e.g., “1 Science, Engineering & Technology”).
- Any other compliance fields your provider requires.
- Leave Off Job Delivery as No (unless this unit is delivered outside the workplace).
- Save the component.
b. Off-Job Delivery Component
Purpose: A component delivered outside the workplace (classroom, online, assessment centre). Used in IT and NZA programmes.
Steps:
- Go to Curriculum > Components and click Create.
- On the Component tab:
- Enter Component Name (e.g., “Workplace Health & Safety — Classroom Module”).
- Set Component Type (e.g., “Course” or “Module”).
- Go to the NZ Compliance tab and fill:
- Course EFTS — required.
- Course Level — NZQCF level.
- Course Credits — credit value.
- Funding Source — e.g., “Government Funded”.
- Funding Category — e.g., “J1”.
- Course Classification — the course type/code.
- Off Job Delivery — toggle to Yes.
- Off Job Delivery Provider — Name the provider where this component is delivered. The available options on this field are active Organisations of type “Provider”.
- Save the component.

3. Intake Setup
Once the Programme setup is complete, create Intakes to proceed with the enrolment process in SELMA. Please refer to the steps in Creating and Managing Intakes.
Intakes will inherit the Return Type and all relevant details defined at the Programme level, including components mapping. However, you can still check and edit these fields directly at the Intake level if necessary, by navigating to Intake > NZ Compliance.

4. Employer (Organisation) Setup for WBT
Create an Organisation
Please refer to the steps in Organisations – Create and Manage an Organisation
Make sure the field “Legal Name” has been filled out: Organisation Legal Name is referenced on Training Agreements.
Edit the Organisation
WBT required fields need to be updated on the Organisation under the “NZ Compliance” tab:
- NZ Business Number – 13 Digit New Zealand Business Number issued by GS1 New Zealand
- Industry Code – Employer Industry Code (ANZSIC) is defined by Statistics New Zealand and identifies the industry the learner is primarily working in.
- NZ Region Code – A code defined by Statistics New Zealand that identifies the Region the Learner’s place of employment is located in.
- NZ Territorial Authority – A code defined by Statistics New Zealand that identifies the Territorial Authority the Learner’s place of employment is located in.
Ensure the Organisation status is set to Active.

4. Link Employer to Student
- Navigate to Student > Stakeholders
- Click the “+Add” button to link an Organisation.

Add Required Details and Save:
- Organisation: Select from active organisations.
- Student organisation association type: Must be “(E) Employer”. Once this is selected, fill out:
- Student Employment Region
- Student Employment Authority
- Primary: Must be ticked
- Include in communication: Optional.
- Valid From: Must be filled out. This date represents the employment start date.
- Valid To: Leave blank to indicate it’s an ongoing employment.
